- Register your domain name and host it.
- Decide what major pages or navigations should be included in your site.
- Make content for each page/navigation.
- Decide what keywords should be use. Make a list of 4 to 6 highly targeted keywords.
- Re-write the content and reconstruct the sentence and the paragraph with those keywords.
- Design a theme for your website. Layout and graphics must be relevant to your chosen market.
- Incorporate the content and the layout & design.
- Publish all the files to your server.
- Check if website by typing the URL or Domain Name in the browser.
- Modify the content and the design if needed.
- Repeat the other steps if needed.

It sounds like you’re creating problems yourself by trying to solve this issue instead of looking at why their is a problem in the first place
